-Notice of Public Hearing-

Notice is hereby given, pursuant to Minnesota Statute, Section 394.26, that the Stearns County Board of Adjustment, in and for the County of Stearns, will conduct a public hearing on Thursday, February 28, 2019 in Conference Room 121, Stearns County Service Center West, 3301 County Road 138, Waite Park, MN, beginning at 6:30 p.m.

Purpose of the hearing is to consider the granting or denial of variances from the Stearns County Land Use & Zoning Ordinance, Stearns County Subdivision Ordinance, Stearns County Sewage Treatment Ordinance, Stearns County Recreational Campground Ordinance, Stearns County Lodging Establishments Ordinance, Stearns County Childrens Camps Ordinance and the Stearns County Manufactured Home Parks Ordinance as follows:

Public Hearings:

1. To consider a request from Nicole & Paul Hydukovich, St. Michael, MN from Sections 6.2.1H, 9.9.9A(3), 10.2.11A(1)(a) & 10.2.11A(2)(a) of the Stearns County Land Use & Zoning Ordinance #439 to leave as constructed a 12 foot by 20 foot deck 36.5 feet from the OHWL of Pine Lake, classified as a Natural Environment Lake with a Shore Impact Zone of 100 feet from the OHWL (wholly within the Shore Impact Zone), and to leave as constructed a 12 foot by 19 foot detached residential accessory structure 70 feet from the OHWL of Pine Lake (wholly within the Shore Impact Zone), 4.3 feet from the principle residential building and 15.9 feet from the ROW of Pine Lake Road, classified as a Township Road. Said Ordinance requires that detached residential accessory structures shall be placed at least 10 feet from the principle residential structure, requires that structures be placed at least 30 feet from the ROW of a Township Road, requires that detached residential accessory structures be placed at least 200 feet from the OHWL of lakes classified Natural Environment and does not allow for decks and residential accessory structures to be placed in the Shore Impact Zone. Affected property: Lot 7, Block 1, Betty’s West Pine Beach, Section 12, T125N, R31W, Albany Township. Property address: 36646 Pine Lake Road, Avon, MN.

Holdingford School Board Briefs

Board Christensen called the February 6, 2019 Work Session of the School Board of ISD #738 to order in the Board Room at 5:57 PM

Deputy Schultz shared information on Vaping, Jeweling, ECIGS, Marijuana wax and issues related to all of these. The Board would like to review other local District protocols and policies relating to nicotine possession and use at school. Ms. Safran and Deputy Schultz will research and present at the Feb. 20th Board meeting. Implementing a Zero Tolerance Policy was discussed. Deputy Schultz also reported that he has been getting into classrooms and creating a good rapport with the students.

Board members recapped sessions they attended at the recent MSBA Convention. 

Board members reported on committee meetings. Christensen reported on the 1/9/2019 ECFE Advisory Committee meeting. They discussed Preschool Screening, School Readiness forms, conditions, priority rankings, 4’s handbook, motor room update, building project update, new ECFE playground, and spring field trips.

Superintendent Swenson reported on the 1/15/2019 Stearns County Collaborative Committee meeting. The collaborative funds are used to cover the cost of a Counselor through Catholic Charities, this has been a revolving door and he would like to pursue a more consistent option.

Christensen reported on the 1/15/2019 Community Education Advisory Council meeting. They reviewed participant numbers, winter classes, and ideas for spring classes. Streit talked about a possible parent informational session for social media and gaming education and awareness. Superintendent Swenson updated the board on the POC meeting held 1/24/2019. He is looking at setting a night for a community meeting to share some designs and options. He is assembling a design committee of community members to make recommendations to the Board. Cost estimates will be coming and parking lot plans. Roof details are being finalized. There will be another POC meeting Feb. 7th.

Discussion on School Make-Up days took place. The recommendation is to forgive one student day as the district will have the required days covered the second student day will be made up on February 18th following the snow make-up schedule on the school calendar. Teachers will make up the second snow day on a day yet to be determined.

Superintendent Goals were reviewed.

Goal 1 - More involved at the state level. Superintendent Swenson is taking more leadership roles when at the state legislature. He spent the day at the Capital today (2/6/19).

Goal 2 - Book Study. Superintendent Swenson is working to develop a Book Study group.

Goal 3 - Apprentice Program. Superintendent Swenson is working with Secondary Principal Safran to implement the Apprentice Program starting with a few students for the next school year.

Board Goals were reviewed.

Goal 1 - Grow Fund Balance to 10%. The fiscal year end 2018 audit showed a 12% fund balance. The Board will work to maintain the fund balance moving forward. The Board will look at revising this goal for the next school year.

Goal 2 – Pass the Referendum. The District passed the Referendum and now the Board will oversee the referendum building and remodeling projects. The Project Oversight Committee will meet every two weeks working to stay on schedule to have all projects completed by the fall of 2020.

Committee assignments were discussed and will be approved at the Feb. 20th School Board meeting.

The next work session will be Wednesday, March 6th 2019 at 6:00 PM in the Boardroom

AVON TOWNSHIP

Notice of Election, Annual Meeting, Board of Canvass Meeting & Public 

Accuracy Test 

Notice is hereby given to qualified voters of Avon Township, County of Stearns, State of Minnesota, that the Annual Township Election will be held on Tuesday, March 12, 2019.  Polls will be open from 2:00 PM until 8:00 PM at the Avon Township Hall, 16881 Queens Road, Avon, MN.  To be elected are one Supervisor for a three-year term, and one Treasurer for a two-year term.  Following the election on March 12th, the Board of Canvass will be held at 8:15 PM, and the Annual Town Meeting will be held at 8:30 PM. to conduct all necessary business prescribed by law.  In case of inclement weather, the Annual Meeting, Board of Canvass, and Election will be postponed one week, until the third Tuesday in March – Tuesday, March 19th – at the same times.  If inclement weather postpones these events on the Third Tuesday, then the meetings will be held on Wednesday, March 20.  Please listen to KASM radio (1150 AM) for changes.  The Clerk’s Office in the Avon Township Hall (16881 Queens Road, Avon) will be open on Saturday, March 9, 2019, from 10 AM – 12:00 PM to accept absentee ballots.  The Public Accuracy Test of electronic voting equipment to be used for the annual election will be held Wednesday, February 27, at 6:00 PM in the Avon Township Hall.  The Avon Township Hall is handicap accessible.
