The following is a summary of the City of Avon, Ordinance Amending the City of Avon Zoning Ordinance which was adopted on February 4, 2019 by the City Council, of the City of Avon, Stearns County, Minnesota.

Summary of Ordinance Amendment:

Remove Chapter 4, A-1 Agricultural District and Chapter 11, C-3 Recreational Business District from the Avon Zoning Ordinance.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Managers of the Sauk River Watershed District pursuant to Minnesota Statute 103D.605 will hold a hearing March 19, 2019, at 6:30 p.m. at the Sauk River Watershed District office located at 524 Fourth Street South in Sauk Centre, Minnesota. The purpose of the hearing is to consider and take comments on the 2018 Minnesota Pollution Control Agency “Middle Sauk River Field Runoff Reduction” Clean Water Act section 319 Grant Project, project #350.

  This project proposes to provide incentive funding for voluntary installation of cover crops. This project will reduce nutrient, sediment and E.coli loads from moving to surface and groundwater and provide farmers a sustainable land practice. The project will also look at installing 5 erosion and sediment control projects. Project outcomes will be achieved by providing incentives to encourage landowner enrollment within the targeted area and to provide funding for projects. Additional funds under this project will be utilized for public outreach. The total estimated cost of the project is $647,500, with $338,000 to be provided under section 319 of the Clean Water Act. Additional funds will be committed to the project and will derive from the SRWD, Stearns Soil and Water Conservation District (SWCD) and other local, state and federal project cooperators, including non-governmental organizations. Other funding may be provided from the Clean Water, Land and Legacy Amendment under the State’s Clean Water Fund Program, the State’s Clean Water Partnership program or other sources. The project supports the SRWD comprehensive plan, indicating opportunities for intensive best management practice implementation.

1. CALL TO ORDER

The meeting was called to order by Chair Winkels at 6:00 p.m.

2. ROLL CALL

3. COMMUNITY SURVEY

The board discussed: common themes, areas of concern and also successes from the survey. Items discussed were: continue to improve communication with public, best way to present survey data to public, and areas to further research/study/focus as we move forward.

4. BUDGET

Sue Clemen presented on the revised budget, comparison to FY 17-18, and changes in fund balances. The district remains in a sound financial position. The budget will be further analyzed by the finance committee and on the agenda for approval the next board meeting.

Notice of Public Hearing

Notice is hereby given that the Stearns County Planning Commission, in and for the County of Stearns, will conduct certain public hearings as follows: 

1.  To consider a Conditional Use Permit application submitted by Brian Ramler, Avon MN on behalf of Kevin & Dona Ramler, Avon MN according to Sections 4.8 and 7.6 of Stearns County Land Use and Zoning Ordinance #439 to complete a conventional subdivision in the Conservation Design Overlay. The proposal is located in part of Government Lot 3 and in part of the NE1/4 lying east of Kalla Lake Road in Section 8, Collegeville Township (124/30).

2.  To consider an Interim Use Permit application submitted by Ryan and Kari Eiden, Albany MN according to the requirements of Section 6.7.3D(1) of the Stearns County Land Use and Zoning Ordinance #439 to construct or establish a new animal feedlot with less than 10 animal units in the Shoreland Overlay District. The property under consideration is Lot 2, Block 1 of Cedar Ridge Estates in Section 3, Farming Township (124/31).  Property address is 31553 Mapleview Road, Albany.

Notice is further given that the above hearings will be held on Thursday, March 21, 2019 beginning at 6:00 PM at the Stearns County Service Center West, 3301 County Road 138, Room 121, Waite Park, Minnesota.        

A copy of the proposed requests are on file in the Stearns County Environmental Services Office, County Administration Center, 705 Courthouse Square, Room 343, St. Cloud, Minnesota and can be viewed during regular business hours.  These requests/information can also be viewed approximately one week prior to the meeting at co.stearns.mn.us by clicking on Board & Committee Meetings. Action taken on these applications will be available shortly after the meeting at the same website location.  

All interested persons are invited to attend said hearings or submit written testimony prior to the hearing date either in support of or in opposition to the proposed request. Written testimony should be submitted to the Stearns County Environmental Services Department, Administration Center, 705 Courthouse Square, Room 343, St. Cloud, Minnesota 56303.
