The Sauk River Watershed District (SRWD) is requesting proposals for the excavation, maintenance, and repair of the JD #2 Sediment Ponds located in Todd County, Minnesota, Northwest of Lake Osakis.  Interested parties must contact the Sauk River Watershed District Office at 524 4th Street South, Sauk Centre, MN  56378; phone: 320-352-2231; email srwd@srwdmn.org, for a proposal packet.

Notice of Public Hearing

Notice is hereby given that the Stearns County Planning Commission, in and for the County of Stearns, will conduct a public hearing to consider a rezoning request submitted by John Peternell, Albany MN to rezone approximately 12.47 acres from the Residential 1 zoning district to the Commercial zoning district in accordance with Section 4.10 of Stearns County Land Use and Zoning Ordinance #439. The property under consideration is part of Outlot A and all of Outlot B Peternell’s Pioneer Acres plat, lying northwest of County Road 10 in Section 15 of Albany Township (125/31). Property address is 35747 County Rd 10, Albany.

To consider a request for a conditional use permit submitted by D.H. Blattner and Sons Inc. of Avon, MN according to Sections 4.8 and 9.10.5R of Stearns County Land Use and Zoning Ordinance #439 to construct a new building to be used for warehousing, truck dock, mechanic and weld shop and office space, along with outdoor storage in the Commercial zoning district. The property under consideration is located at 16767 County Road 9, Avon, MN 56310 on 51.80 acres of Government Lot 2 in Section 34, Avon Township (125/30).

Notice is further given that the above hearing will be held on Thursday, October 19, 2017 beginning at 7:00 p.m. at the Stearns County Service Center West, Room 121B & C/D, 3301 County Road 138, Waite Park, Minnesota.        

A copy of the proposed request is on file in the Stearns County Environmental Services Office, County Administration Center, Room 343, 705 Courthouse Square, St. Cloud, Minnesota and can be viewed during regular business hours. This request/information can also be viewed approximately one week prior to the meeting at co.stearns.mn.us by clicking on Board and Committee meetings. Action taken on this application will be available shortly after the meeting at the same website location.

CITY OF AVON

NOTICE OF PUBLIC HEARING

VARIANCE 

Bob Berger, property owner has filed an application for the Variance from the strict enforcement of the Zoning Ordinance of the City of Avon.  The property at 814 Chinook Ave. SW. is lakeshore property in an R-1 zone.  The Variance would be to allow a front (lakeside) setback of 85’ instead of 100’ as set forth in the ordinance.  This would allow for a garage to be constructed on the north side of the home.  A public hearing will be held by the City of Avon Planning Commission on Tuesday, October 17, 2017 at 5:30 p.m.  All meetings of the City of Avon are handicapped accessible.

Holdingford School Board Briefs

The Holdingford School Board held their regular meeting on Wednesday, September 20, 2017. 

Discussion of the Review and Comment on the School Construction Proposal from MDE took place. 

Mr. Swenson summarized the Review and Comment document and entertained questions. The next informational meeting is Monday, October 9th at 7:00 PM in the High School media center. A flyer will also be mailed out with the meeting information as well as other information on the referendum projects and technology operating levy.

Secondary Principal Brian Silbernick was very pleased with the attendance at Open House and the great start to the school year. He reported a net increase of 13 students for grades 7-12. Mr. Silbernick passed on to the Board that the bathroom and locker room renovations have been well received by the students. He also reported that there will be no OLPA testing this year. The only state testing this year will be the MCA’s in spring. 

Elementary Principal Jim Stang reported on the nearly 100% attendance at Open House, the playground ribbon cutting ceremony which was well received with many compliments on the playground and on the entire school from many new and current families. He explained without the OLPA testing, the required assessment progress monitoring of all students on Title and ADSIS will have to be done using alternative testing methods. AIMS Web testing continues to be used.

Business Manager Beth Heinze reported the Audit is nearly complete. The preliminary meeting with Auditors is scheduled for Oct. 4th with the final Audit being presented at the Oct. 18th regular board meeting.

Other agenda items at the September 20th meeting included:

Approval of the Targeted Services program and budget. 

Approval of the Junior High Targeted Services program and budget. 

Approval of the pool sound panel project at a cost of $12,925.00 with Advanced Health, Safety and Security. 

Approval of the roof and duct repair project at a cost of $12,750.00 with Granite City Roofing. 

Approval to certify the preliminary tax levy at the maximum. 

Approval of the electronic transfer of $1,977,549.40 for August.

Call for special closed meeting after the regular October 18th school board meeting for the purpose of discussing negotiation strategies. 

Authorization to hire Jenny Streit, Secondary Para Professional.

Authorization to hire Taylor Winter, Kid Zone Assistant.

Acceptance of resignation from Robert Lampert for LTS in Food Service. 

Acceptance of resignation from Kim Wunderlich, Van Route Driver. 

Authorization to hire Robert Lampert for 2.75 hours per day Food Service position.

Authorization to hire Melanie Klisch for 2.75 hours per day Long Term Food Service Sub.

Notice is hereby given that the city council of Holdingford will meet in the council chambers of the city hall at 7:00 p.m. on October 16, 2017, to consider the 2017 Paving Improvements to include; an improvement on alley west of Main Street between Plymouth Street and Washington Street pursuant to Minn. Stat. §§ 429.011 to 429.111 of which the estimated cost of the improvement is $29,500; an improvement on Second Street West between County Road 17 and Plymouth Street and Plymouth Street from Second Street West to Main Street pursuant to Minn. Stat. §§ 429.011 to 429.111 of which the estimated cost of the improvement is $15,700; an improvement on alleys on each side of the Municipal Liquor Store between Main Street west to the alley pursuant to Minn. Stat. §§ 429.011 to 429.111 of which the estimated cost of the improvement is $27,300; and an improvement on Pedestrian Trail northeast of Prairie Street to County Road 17 pursuant to Minn. Stat. §§ 429.011 to 429.111 of which the estimated cost of the improvement is $16,800. A reasonable estimate of the impact of the assessment(s) will be available at the hearing.
