Affidavits of Candidacy for the March Township Elections can be filed with the Avon Township Clerk beginning on Wednesday, January 2, 2019 at 8:00 AM and continue until Tuesday, January 15, 2019 at 5:00 PM.  Offices to be filled at the Township Election on Tuesday, March 12, 2019 are for one supervisor for a three-year term, which is now held by Will Huston, and for treasurer for a two-year term now held by Kelly Martini. ALBANY SCHEDULE OF FEES AND CHARGES

SUMMARY PUBLICATION

The City of Albany has approved an Ordinance repealing Appendix “A” 2018 Albany Schedule of Fees and Charges and enacting a new Appendix “A” Albany Schedule of Fees and Charges 2019. 

The Appendix “A” sets forth all of the fees, charges and penalties for City services, permits, licenses and violations of the Albany City Code.

This material is a summary of the Appendix “A”.  The full text of the Appendix “A” is available for inspection by any person during regular office hours at the office of the Albany City Clerk/Administrator.

This Ordinance was adopted by the City Council of Albany on December 5, 2018, and shall be effective January 1, 2019.

Holdingford School Board Briefs

A School Board work session was held November 8, 2018. Chair Higgins thanked everyone for their hard work in passing the Bond Referendum and Technology Operating Levy. Mr. Swenson credited the Vote Yes Committee for getting the vote to pass and now it is time to move forward creating a timeline for the projects. 

Mr. Overom from ICS explained what committees will be needed and discussed the communication plan. Architect Mr. Lenz would like to meet with the User Groups in December, in January he will design what the User Groups requested from the scope of the projects to be included in the Bond Referendum. He will then meet again with the User Groups to review the design, make any revisions and then move forward with the bids.

The consensus is that the roof project needs to get started as soon as possible. The Board had a lengthy discussion on the type of roof. The roof will be a 30-year Garland Roof. Mr. Overom will develop the specs for the bidding process. The bid process will be to advertise, have a pre bid meeting/walk through, and at the bid date where the bids will be read, tallied, and a recommendation to award the low bid. Some other items that will be happening soon are site survey, soil borings, hazardous materials survey, overall budget summary development, professional service agreements, items & issues log, interested vendor log, identify local contractors, suppliers and coordination of the bond sale. Along with the roof replacement some air handlers, ventilation units, and exhaust fans will be replaced using LTFM funds. 

Next agenda item was the revised Board Calendar. Mr. Swenson finalized the calendar including work sessions, advisory meetings, committee meetings, and the MSBA Conference. Building project meetings will now be added.

Christensen reported on the Community Education Advisory meeting held 10/10/18, a new site leader has been hired for Kid Zone and a new assistant is being hired to meet the needs of the program. A review of the fall program participation and ECFE class offerings took place. Winter programs are being planned and the preliminary Audit numbers were presented. Lastly the consensus of the committee was to not host the Spring Expo this year but to look for other ideas with one possibility being a Carnival. Christensen also reported on Early Childhood Advisory meeting held 9/19/18 where field trips, Fall Festival and class offerings were discussed. Mr. Swenson added that a tiered registration system for district residents to have priority is being developed. 

The next meeting will be Wednesday December 5th starting with a 5:30 p.m. Pot Luck. Ms. Kruger requested the Mission Statement be sent out for review prior to the next Work Session.

Holdingford Public School District 

Call for Bids

NOTICE IS HEREBY GIVEN: Sealed bids will be received by the Superintendent of Schools for the Holdingford Public School District in the County of Stearns in the State of Minnesota, 900 Fifth Street, Holdingford, MN 56340 for furnishing all equipment, labor, and materials for the following: Building Envelope Improvements – Roof Repairs.

Bids must be submitted in duplicate and shall be addressed in an opaque envelope marked according to the specifications, with the name of the bidder showing, no later than 10:00 a.m., Thursday, January 3rd, 2019.

BID SECURITY: Each bid is required to be accompanied by the Responsible Contractor’s Affidavit and a Bid Security in the form of a certified check, cashier’s check, or bid bond in the amount of five (5) percent of the Bid Amount submitted. Bid bond shall be payable to Holdingford Public Schools Public Schools, as guarantee that Bidder will if awarded enter into a

Contract in accordance with the Construction Documents and submitted Bid.

EXAMINATION OF SITE: A MANDATORY pre-bid meeting will be held on Wednesday,

December 19th at 10:00 AM at the Holdingford Public School District Office – 900 fifth Street, Holdingford, MN 56340. Bidders shall review the construction site to obtain first-hand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered and all other conditions relative to the work to be performed. No unscheduled visits will be allowed by Holdingford Public Schools.

Additional Compensation: Suppliers and Contractors shall not receive additional payment for conditions which can be determined by examining the project site and construction documents.

EXAMINATION OF DOCUMENTS: Bid Documents are available at the mandatory pre-bid meeting only. The pre-bid meeting is on Wednesday December 19th at 10:00 AM. Call the District Office at (320) 746-2232 to reserve a copy of the specifications to be distributed at the pre-bid meeting.

PERFORMANCE AND PAYMENT BONDS: The successful Contractor will be required to provide a Performance Bond and Labor and Material Payment Bond for a period of 1 year in the amount of 100% (percent) of the Contract Sum.

OWNERS RIGHT TO REJECT BIDS: Owner reserves the right to reject a bid which is in any way incomplete, irregular, or to waive informalities or irregularities in the bid received. Owner also reserves the right to reject or accept a bid within the Owner’s judgement is in the Owner’s

best interests.

AMENDMENT TO 

ORDINANCE 71, ANIMALS

Amending Section 71.11, Subd. 1

The City Council for the City of Albany, HEREBY ORDAINS as follows:

1. That Section 71.11, Permits Required, Subd. 1, Application and Fee, is hereby amended to read as follows:

“Subd 1, Application and Fee. No Person shall own, keep or harbor any dog or canine animal over the age of six (6) months within the City without first securing a permit from the Albany Police Department for the fee established in Appendix A. Each permit applicant shall pay the permit fee on or before January 31st of each year or the fee will double.   All permits shall expire on December 31st of each year.   Animal permits shall not be transferrable.  This Section shall not apply to any humane society, veterinary clinics or laboratory.”

This amendment shall become effective upon adoption and publication.

This Ordinance was approved by the majority of the City Council of Albany on this 5th day of December, 2018.
