NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of Albany, MN, at 400 Railroad Avenue, the Albany City Hall, on the 16th day of May, 2018, at 6:30 o’clock in the evening or as soon as thereafter to hear all persons present upon action taken by the City Council to vacate that part of a 5.00 foot drainage and utility easement over, under and across the southerly 5.00 feet of Lot 1, Block 1, as shown on the plat of STONEBROOKE THREE, according to the recorded plat thereof,

Notice of Public Hearing

Notice is hereby given, pursuant to Minnesota Statute, Section 394.26, that the Stearns County Board of Adjustment, in and for the County of Stearns, will conduct a public hearing on Thursday, May 24, 2018 in Conference Room 121, Stearns County Service Center West, 3301 County Road 138, Waite Park, MN, beginning at 6:30 p.m.

Purpose of the hearing is to consider the granting or denial of variances from the Stearns County Land Use & Zoning Ordinance, Stearns County Subdivision Ordinance, Stearns County Sewage Treatment Ordinance, Stearns County Recreational Campground Ordinance, Stearns County Lodging Establishments Ordinance, Stearns County Childrens Camps Ordinance and the Stearns County Manufactured Home Parks Ordinance as follows:

Public Hearings:

1. To consider a request from Shane & Ashley Klaphake, Holdingford, MN from Section 6.7.5D of the Stearns County Land Use & Zoning Ordinance #439 to reactivate a 38 foot by 45 foot partial confinement barn right on the property line and 658 feet from a residence.  Said Ordinance requires a 50 foot property line setback and a 700 foot setback to a residence from an animal feedlot that is registered for 10 animal units or more.  Affected property:  10.39A P/O NE4SE4, Section 10, T126N, R30W, Holding Township.  Property address:  42433 155th Avenue, Holdingford, MN.

2. To consider a request from JITA Properties, LLC & James Scegura, Avon, MN from Section 5.1.3C of the Stearns County Land Use & Zoning Ordinance #439 to leave as currently deeded a separate lot for the purpose of sale, transfer or development a parcel that does not meet the lot area or width requirements that is contiguous to another lot under the same ownership in the Shoreland Overlay District of Two Rivers Lake, classified as a Recreational Development Lake.  Said Ordinance requires that with contiguous lots under the same ownership, any individual lot that doesn’t meet the lot area or width requirements shall not be considered a separate lot for the purpose of sale, transfer or development.  Affected property:  Lot 6 of Cedarknoll Addition & 15.08A Part of Govt Lot 3, Section 31, T126N, R30W, Holding Township.  Property address:  38607 Tamarack Lane & 38718 Timber Road, Avon, MN.

3. To consider a request from Geoff & Jennifer Berges, Albany, MN from Sections 5.1.2 & 10.2.11A(1)(a) of the Stearns County Land Use & Zoning Ordinance #439 to construct an 8 foot be 39 foot (312 square feet) home addition and to increase the height, full second story addition, onto a legal nonconforming structure that is located 120 feet from the Ordinary High Water Level of Fifth Lake, classified as a Natural Environment Lake.  Said Ordinance does not allow for the expansion of a legal nonconforming structure unless the addition or alteration meets the minimum setback of 200 feet from a lake classified as Natural Environment.  Affected property:  Lot 1, Block 1 of Berges Homestead, Section 35, T125N, R31W, Albany Township.  Property address:  20933 330th Street, Albany, MN.

Holdingford School Board Briefs

A School Board work session was held May 2, 2018. Chair Higgins asked Superintendent Swenson to present new information on scaled down referendum options. He presented the elementary classroom expansion scaled down to just adding two Kindergarten Classrooms and the high school entrance/commons area scaled down by 50% with the option to add on later. There was discussion on eliminating the pool seating and a lengthy discussion on the shop expansion and gymnasium space needs.

Mr. Lenz with MLA Architects informed the Board the original plan did include updating current 69-70 building with sprinkling. Ms. Heinze added this could possibly be levied for out of Health & Safety dollars rather than part of the referendum.

The Architects will rework the design and get it to Pat Overom from ICS to redo the pricing for the next work session to be scheduled for May 23, 2018.

The Board briefly discussed the Operating Levy. It was on the 2017 ballot at $200 per pupil.

Superintendent Evaluation was the next agenda item. Mr. Wolter summarized the process to this point. He explained the next steps moving forward. The board members will complete an end-of-year summative evaluation from the goals and data Mr. Swenson presented and get them to Mr. Higgins by May 11th. He will then compile and complete the overall end-of-year summative evaluation, meet with Mr. Swenson, and present a brief summary at the June meeting for board approval.

Consensus is to add a May 23rd Work Session at 6:00 PM for ICS & MLA to present new information.

Notice is hereby given that the Avon Township Planning Commission, County of Stearns, Minnesota, will conduct a public hearing on May 30, 2018 beginning at 7:10 PM in the Avon Township Hall (16881 Queens Road, Avon, MN).  This hearing will consider an application submitted by Aaron & Eve Justin for their property at 17075 Upper Spunk Lake Road, Avon; PID 03.01282.0000) for a variance to construct a 16 x 30 garage, 63 feet from the center-of-the-road.  This application, if approved, would permit construction 30 feet closer to the road than is currently permitted.
