DESCRIPTION OF PROPOSED SCHOOL 

CONSTRUCTION PROJECT

Holdingford  Public School, lSD #738, is proposing a two-question referendum on November 6, 2018. The first ballot question would authorize $11.14 million in bonding authority to finance facility and site improvements. The second ballot question would authorize a $200 per pupil operating referendum  for a 10-year period, beginning with taxes payable in 2019.

Proposed bond referendum projects include: a six-classroom addition  for elementary  students, an addition  to facilitate secure entry and a commons area, roof replacement, renovations and site improvements to facilitate  student drop off and additional parking. Projects would be scheduled for completion  in the 2019-2021 calendar years. Cost estimates by project type are as follows:



Elementary Classroom Addition $2,371,200

Secure  Entrance / Admin Addition $1,440,000

Site  Improvements $750,000

Roof  Replacement $2,600,000

Renovations $499,300

Transportation Building Addition $60,000

Fire  Suppression Upgrades $450,000

Fees / Permits / Testing $1,397,773

FF&E $870,000

Contingency $483,672

Bond  Issuance Costs $130,050

Capitalized Interest $88,005

$11,140,000



The district has supplied cost estimates to operate and staff the additional building space and believes existing revenues will be sufficient to fund any operational cost increases that may be associated with the proposed facility additions. In addition, the school board believes the proposed projects are in the best long-term  interest of the district.

If the bond referendum  is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization  under Minnesota Statutes, section 123B.53, subdivision 3, if the bond schedule is approved. The amount  of debt service equalization aid, if any, the district receives is determined annually and is dependent upon property  wealth, student population, and other statutory requirements.



REVIEW AND COMMENT  STATEMENT

Based upon the department’s analysis of the school district’s  required  documentation and other pertinent information from sources of the Minnesota  Department of Education, the Commissioner of Education provides a positive review and comment.

TOWNSHIP OF AVON

NOTICE OF PUBLIC HEARINGS 

Notice is hereby given that the Avon Township Planning Commission, County of Stearns, Minnesota, will conduct two public hearings on September 26, 2018 in the Avon Township Hall (16881 Queens Road, Avon, MN).  

The first hearing, which begins at 7:10 PM, will consider an application submitted by Brent Doll, 35561 Tower Road, Avon (MN), for a Conditional Use Permit for a home-extended business.  This permit, if approved, would allow the operation of an auto repair shop at his residence. 

The second public hearing, which will begin after the first hearing at approximately 7:15 PM, will consider an application for an Interim Use Permit submitted by Elmer & Genevieve Maciejewski, 14183 360th Street, Avon, MN; PID 03.00872.0000.  This permit, if approved, would allow a mobile home, in excess of permitted building entitlements, to temporarily remain on the property at its current location for supportive care. 

All interested persons are invited to these hearings, at which time you may appear if you so desire, either in person or by agent, in opposition to or in support of the proposed changes.  The hearings are not limited to those receiving copies of this notice, and if you know of any neighbor or affected property owner, who for any reason has not received a copy, it would be appreciated if you would inform him/her of this public hearing.  If you cannot attend this meeting, you may direct comments to the Avon Township Clerk.  All Avon Township meetings are handicap accessible.
