Regular School Board Minutes - Melrose Area Public Schools Monday, August 26, 2019

Chair Heller called the meeting to order at 7:00 pm. The Pledge of Allegiance was recited. The following members were present: Mr. Heller, Mrs. Winter, Mr. Heidgerken, Mrs. Feldewerd, Mr. Dufner, Mrs. Uphoff, & Mr. Klasen. Mr. Winter, Mr. Doetkott, Mr. Conrad & Mr. Anderson were also present.

Mrs. Uphoff moved, with a second by Mr. Dufner, to approve the amended agenda. There was an addition to the Personnel Action along with Action Item to revise the Pay Equity Report. The Motion was unanimously carried.

Nothing to report on Open Forum.

A board report was given. No action taken.

Administrative reports were given. No action taken.

Students that went on the GAPP trip this summer gave a presentation on the trip in July. No action taken.

Mrs. Winter moved, with a second by Mr. Klasen, to approve Policy 709 - Student Transportation Safety Policy. The Motion was unanimously carried.

Mrs. Uphoff moved, with a second by Mrs. Winter, to approve the MOU - Adjustment of contract to the Administrative Assistant to the Office of the Superintendent. The Motion was unanimously carried.

Mr. Heidgerken moved, with a second by Mr. Klasen, to approve the MOU - Adjustment of contract to the Curriculum Coordinator. The Motion was unanimously carried.

Mr. Dufner moved, with a second by Mrs. Uphoff, to approve the MOU - Adjustment of contract to the Bookkeeper/Payroll. The Motion was unanimously carried.

Mr. Dufner moved, with a second by Mrs. Uphoff, to approve the MOU - Adjustment of contract to the Community Education Director. The Motion was unanimously carried.

Mrs. Winter moved, with a second by Mrs. Feldewerd, to approve the Staff Handbook. The Motion was unanimously carried.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Managers of the Sauk River Watershed District pursuant to Minnesota Statue 103D.605 will hold a hearing October 15th, 2019, at 6:30 p.m. at the Sauk River Watershed District office located at 524 Fourth Street South in Sauk Centre, Minnesota.  The purpose of the hearing is to consider and take comments on the 2019 Outdoor Heritage Fund “Sauk River Watershed Habitat Protection and Restoration” Lessard Sam’s Outdoor Heritage Fund Grant Project, project #354.

This project proposes to acquire lands in fee and permanent conservation easements and restore and enhance wildlife habitat in the Sauk River Watershed. This project will permanently protect, restore and enhance approximately 720 acres of high priority, critical habitat.  The project will also restore/enhance approximately 290 acres of wetlands and accompanying uplands. Properties selected will be strategically targeted using an innovative site prioritization model that maximizes conservation benefit and financial leverage. The total estimated cost of the project is $2,946,000 to be paid from a grant from the State of Minnesota under the Lessard Sam’s Outdoor Heritage Fund; with $440,000 to the Sauk River Watershed District, $590,000 to Pheasants Forever and $1,916,000 to the Minnesota Land Trust. These funds are provided by the Clean Water Land & Legacy Amendment. Additional funds, including in-kind contributions may come from, in addition to the organizations above, local Soil and Water Conservation Districts, The Nature Conservancy, US Fish and Wildlife Service, Department of Natural Resources, Ducks Unlimited, the State’s Clean Water Fund program, the State’s Clean Water Partnership program or other sources.

Notice of Public Hearing

Notice is hereby given that the Stearns County Planning Commission, in and for the County of Stearns, will conduct certain public hearings as follows: 

1. To consider a Conditional Use Permit submitted by Middendorf Family Farm, LLC, Freeport MN according to the requirements of Sections 4.4, 4.6, 4.8, 4.14, 6.7 and 9.2 of Stearns County Land Use and Zoning Ordinance #439 for an animal unit increase from 698.6 animal units (AUs) consisting of mature dairy cattle over 1,000 pounds to 978.6 AUs consisting of mature dairy cattle over 1,000 pounds, to construct a 124’x148’ total confinement barn, a 100’x120’ total confinement barn and a 12’x203’ breezeway and modifying an open lot to 3,338 square feet.  The property under consideration is located in the SW¼ SW¼ in Section 24, Millwood Township (126/32).  The property address is 40169 County Road 166, Freeport MN.

2. To consider a Conditional Use Permit submitted by John and Dorothy Funk, LLC, Melrose MN according to the requirements of Section 4.4, 4.6, 4.8, 4.14, 6.7 and 9.2 of Stearns County Land Use and Zoning Ordinance #439 for an animal unit increase from 765 animal units (AUs) consisting of mature dairy cattle over 1,000 pounds, beef slaughter steers and beef calves to 999 AUs consisting of mature dairy cattle over 1,000 pounds, mature dairy cattle under 1,000 pounds, dairy heifers, dairy calves, beef slaughter steers, beef feeder cattle and beef calves.  Also, to consider to amend Conditional Use Permit 99-29 to not require a crust be maintained on the manure pit at all times, except during agitation and emptying of the manure pit.  The property under consideration is located in the SW ¼ SE ¼ in Section 26, Grove Township (125/33).  The property address is 32952 330th Street, Melrose MN.

Notice is further given that the above hearings will be held on Thursday, October 17, 2019, beginning at 7:00 PM at the Stearns County Service Center West, 3301 County Road 138 Room 121, Waite Park, Minnesota.        

A copy of the proposed requests are on file in the Stearns County Environmental Services Office, County Administration Center, 705 Courthouse Square Room 343, St. Cloud, Minnesota and can be viewed during regular business hours.  These requests/information can also be viewed approximately one week prior to the meeting at co.stearns.mn.us by clicking on Board & Committee Meetings.  Action taken on these applications will be available shortly after the meeting at the same website location.  

All interested persons are invited to attend said hearings or submit written testimony prior to the hearing date either in support of or in opposition to the proposed request.  Written testimony should be submitted to the Stearns County Environmental Services Department, Administration Center, 705 Courthouse Square Room 343, St. Cloud, Minnesota 56303.
