The Board of Appeal and Equalization for Freeport City will meet on 4/28/2020, 7:00 pm - 7:30 pm, at Freeport City Hall. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.

If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation and classification after discussing it with your assessor, you may appear before the local Board of Appeal and Equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.

Sealed bids will be received by the City Clerk of Melrose, Minnesota, at the Melrose City Center, 225 1st St. NE, Melrose, MN 56352, until 1:30 p.m. on the 9th day of April 2020, for West Industrial Feeders, at which time the bids shall be publicly opened and read aloud.

The general nature of the work on which bids will be received consists of installation of conduit for future mainline circuits that are fed out of the west substation and extend to the west under I-94 and tie into the existing industrial park.  This also includes the installation of Owner-furnished fiber, communications pedestals, box pads, and pull boxes.

The above work shall be in accordance with the specifications and proposed form of contract now on file in the office of the Melrose Public Utilities, Melrose, Minnesota, by this reference made a part hereof as though fully set out and incorporated herein.

The Contractor and all subcontractors shall submit to the Owner a signed statement verifying compliance with each of the criteria described in the State of Minnesota “Responsible Contractor” law as codified in Minnesota Statute section 16C.285.  See the Instructions to Bidders for more details.

Box 511, Rock Rapids, IA 51246, telephone 712-472-2531, Fax 712-472-2710, e-mail, upon payment of $100.00, none of which is refundable.  

All bids shall be made on proposal forms furnished by the Engineer and shall be accompanied by bid security in the form of a certified check or bid bond, made payable to Melrose Public Utilities, in the amount of ten percent (10%) of the bid, which security becomes the property of Melrose Public Utilities in the event the successful bidder fails to enter into a contract and post satisfactory performance and payment bonds.

Payment to the Contractor will be made on the basis of ninety five percent (95%) upon certification of work completed; five percent (5%) thirty-one (31) days after final completion and acceptance.

The construction shall be performed upon a Notice to Proceed issuance.  Substantial completion of the project shall be no later than October 1, 2020.  See the specifications for more details on construction timing requirements.

Melrose Public Utilities reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period.  Melrose Public Utilities also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Melrose Public Utilities.

Notice is hereby given that a hearing will be held before the Melrose Planning and Zoning Commission on Monday, March 30, 2020 at 6:30 p.m. at the Melrose City Center, 225 1st Street NE, Melrose, MN, to consider a request for numerous variances submitted by Joe Hennen/Blue Can Properties and Travis Thom.  The request pertains to a vacant parcel proposed to have an 8-unit multi-family apartment complex.  It is located immediately east of 120 5th Ave. NW on the south side of 2nd St. NW.  Included in this public hearing notice are numerous variances.  Variances are requested from the minimum lot width, the minimum lot area per dwelling unit (density), building setback requirements, the parking lot setback/landscape buffer requirements, the drive lane width, and the access lane paving requirement.  Shared parking, allowing parking for this site to extend onto the abutting apartment building lot is being requested with a permanent shared parking agreement.  The apartment building is proposed to have paved parking stalls that abut and back directly onto the alley.  The alley is proposed to be improved to be a 20-foot-wide Class 5/gravel alley (currently 14 feet wide grass surface), using a proposed 6 feet of additional permanent access easement along the north side of the alley to allow the alley to be built 20 feet wide.
