ORDINANCE NO. 03-21-2019-1

A SUMMARY ORDINANCE AMENDING ZONING ORDINANCE NO. 1989-1-A AS AMENDED, ADOPTED BY REFERENCE AS CHAPTER 153 OF THE MELROSE CITY CODE AMENDING 

CHAPTER 700, SIGN REGULATIONS INCLUDING CHANGES RELATED TO CHANGEABLE AND 

ELECTRONIC SIGNS

THE CITY COUNCIL OF THE CITY OF MELROSE, ORDAINS AS FOLLOWS:

1. The City Council has adopted a lengthy ordinance amendment modifying the General Regulations section of the Zoning Ordinance by amending Section 700, Sign Regulations.  The purpose of this summary is to inform the public of the intent and effect of the ordinance and to publish only a summary of the ordinance.  

2. Melrose Zoning Ordinance No. 1989-1-A, as amended, and adopted by reference as Chapter 153 of the Melrose City Code is amended by amending Section 700, Sign Regulations.  The modifications provide essentially as follows:

SECTION 700. Sign Ordinance

705. Definitions – modify definitions for changeable and electronic signs

710. District Sign Regulations – details districts where changeable signs can be located  

711. Specific Sign Regulations – modifies regulations for changeable signs.  

712. Billboard Overlay District – prohibits electronic billboard signs 

714. Sign Maintenance – establishes brightness standards  

3. The City Council has determined that publication of the title and summary of Ordinance 09-__-2018-1 as set forth in this summary will clearly inform the public of the intention and effect of the ordinance. The Council also directs that only the title and this summary be published.  A copy of the entire text of the ordinance is available for inspection by any person during regular office hours at the office of the City Clerk and shall be posted in the Melrose library.

4. This Ordinance shall be effective following its passage and publication.

2. Section 700 of Melrose Zoning Ordinance No. 1989-1-A, as amended, and adopted by reference as Chapter 153 of the Melrose City Code is amended by repealing and replacing Section 1100, Non Conforming Uses and Structures.  The modifications provide essentially as follows:

SECTION 1100.  NON CONFORMING USES AND 

STRUCTURES

1101.01 to .05: Identify non-conforming uses and structures and related requirements and processes for continued use, changes, maintenance, modification and replacement.  

1101.06:  Lot configurations, details how the City handles lots not meeting minimum standards

1101.07 and .08 pertain to Floodplain areas and Shoreland lots detailing how the City handles structures and lots that do not meet minimum standards in these specific areas.

SECTION 2. Effective Date. This ordinance becomes effective upon its publication, or upon the publication of a summary of the ordinance as provided by Minnesota Statutes Section 412.191, subd. 4.

MELROSE CITY 

ASSESSORS TO REVIEW PROPERTY VALUATION AND CLASSIFICATION QUESTIONS

Melrose City Assessors, Deb Haus and Kathy Korte, have announced that they will be available to answer questions regarding the 2020 estimated market values and tax classifications of city properties at the Melrose City Center, on Tuesday, April 2, 2019 from 4:00 p.m. to 5:00 p.m.

This informational meeting is an opportunity to meet informally with the assessors prior to the scheduled Local Board of Appeal and Equalization meeting.  They will address your assessment questions and review property and sales data with you.  They will also talk about various property tax laws and programs.  

This meeting does not replace a property owner’s right to submit an appeal before the Local Board of Appeal and Equalization meeting scheduled for Thursday, April 11, 2019 from 4:30 p.m. to 5:00 p.m. at the Melrose City Center.  The Local Board of Appeal and Equalization meeting is held to address the grievances of property owners who choose to appeal their 2020 estimated market value and/or tax classification.  It is conducted according to the laws of the state and plays an important role in the property appeals process.
