AN ORDINANCE AMENDING ORDINANCE NO. 85 HOUSING, MAINTENANCE AND OCCUPANCY ORDINANCE

THE CITY COUNCIL OF THE CITY OF NEW MUNICH, MINNESOTA DOES HEREBY ORDAIN:

1. That Subdivision 1 of Section 85.10 (Rental Unit Licensing) of Ordinance No. 85 shall be amended to read as follows:

“Subd. 1: Registration. No person shall operate rental property in the City of New Munich without first filing a registration statement with the City Clerk and securing a valid rental license from the City. A parent renting a dwelling unit owned by their child shall be exempt from the requirement to obtain a rental unit license. Any person filing a registration statement consents to be bound this ordinance and other City ordinances that may relate to rental property. The registration statement shall be made and filed on forms furnished by the City and shall set forth the following information.”

Subparagraphs (a) through (e) shall remain unchanged.

2. That Subdivision 3 of Section 85.10 (Rental Unit Licensing) of Ordinance No. 85 shall be amended to read as follows:

“Subd. 3: Tri-Annual Registration. The registration statement for all rental dwellings shall be filed with the City Clerk no later than February 1st, every three years.”

The ordinance shall become effective upon publication.

ORDINANCE NO. 1-4-2018

AN ORDINANCE SUMMARIZING AND REAFFIRMING FEES FOR CITY LICENSES, PERMITS AND SERVICES, ESTABLISHING A SCHEDULE OF FINES, AND PROVIDING FOR SUBSEQUENT REVIEW, MODIFICATION AND AMENDMENT

THE CITY COUNCIL OF THE CITY OF MELROSE, STEARNS COUNTY, MINNESOTA HEREBY ORDAINS:

SECTION 1. RECITALS. 

A. The Melrose City Code establishes certain fees which can be set from time to time by the City Council, and 

B. The City Council has determined it is in the best interests of the citizens of the City to establish a master fee schedule to ensure that established fees for licenses, permit, services and fines are fair, reasonable, and proportionate to the actual cost of the circumstance for which the fee is imposed. 

SECTION 2. FEE AND FINE SCHEDULE. Exhibit A shall be the fee and fine schedule for the City of Melrose. 

SECTION 3. FEES AND FINES NOT COVERED. Any fee or fine previously established, but not included in Exhibit A, shall continue in full force and effect. 

SECTION 4. AMENDMENT. The City Council of Melrose reserves its authority to, from time to time, review the schedule of fees and fines and to make such additions, deletions, or modifications as it deems necessary and appropriate. 

SECTION 5. EFFECTIVE DATE. This Ordinance shall become effective from and after due passage and enactment and publication according to law.

1.1 NOTICE TO CONTRACTORS

Sealed Bid Proposals for the furnishing of all labor, materials and all other items necessary to complete the work described herewith, will be received by Sauk River Watershed District at its office located at 524 4th St. S, Sauk Centre, MN, until 3:00 p.m. January 11, 2018, at which time such bids will be opened and read aloud.  The work, in accordance with drawings and specifications prepared by Wenck Associates, Inc. consists of the following major items of work:

• Approximately 13,110 LF of ditch cleaning including excavation, grubbing, vegetation removal, and disposal of materials via spreading and leveling soils 

• Approximately 2,590 LF of ditch cleaning including vegetation and brush removal only

• Beaver dam removal (5)

• Salvage of rock check dams (3)

• Approximately 133 CY of Class II Riprap at lateral ditch inlets, existing drain tile outlets (including geotextile underlayment)

• Culvert replacement (3), and approximately 217 CY Class III Riprap stabilization with geotextile

• Buffer Establishment, Site Restoration and Erosion Control

Bid Proposals shall be submitted on forms furnished for that purpose.

Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified or cashier’s check made payable to Sauk River Watershed District (“OWNER”) in an amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with a surety company duly authorized to do business in the state of Minnesota, such Bid Security to be a guarantee that the bidder, if awarded a contract, will enter into a contract with Sauk River Watershed District; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so.  The OWNER will retain the deposits for the three lowest bidders until the contract has been awarded and executed but not longer than sixty (60) days.  No bid may be withdrawn for a period of sixty (60) days following the bid opening.

A PRE-BID meeting will be held January 5, 2018, at 11:30 a.m. at the Sauk River Watershed District office located at 524 4th St. So, Sauk Centre, MN.

The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids.  The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies, and further reserves the right to award the contract in the best interest of Sauk River Watershed District.
