STATE OF MINNESOTA ON THE PROPOSED ESTABLISHMENT OF MUNICIPAL DEVELOPMENT DISTRICT NO. 12 AND CREATION OF REDEVELOPMENT TAX INCREMENT FINANCING DISTRICT NO. 12-1 WITHIN DEVELOPMENT DISTRICT NO. 12, THE PROPOSED ADOPTION OF A DEVELOPMENT PROGRAM FOR MUNICIPAL DEVELOPMENT DISTRICT NO. 12 & A TAX INCREMENT FINANCING PLAN RELATING THERETO 



NOTICE IS HEREBY GIVEN that the City Council of the City of Melrose, Stearns County, Minnesota (the “City”) will meet on Thursday, November 16, 2017, at 6:00 p.m. at  the  City  Hall  in  the  City  of  Melrose,  Minnesota,  for  the  purpose  of conducting  a public hearing  on: (a) the proposed establishment of Municipal Development District No. 12; (b) the proposed establishment of Redevelopment Tax Increment Financing District No. 12-1 within Development District No. 12; (c) the proposed adoption of a Development Program for Municipal Development District No. 12; and (d) the proposed adoption of Tax Increment Financing Plan relating thereto;  all pursuant to and in accordance with Minnesota Statutes, Sections 469.124 through 469.134, both inclusive, as amended and Minnesota Statutes, Sections 469.174 through 469.1799, both inclusive, as amended (collectively, the “Act”);  Copies of the respective plans, as proposed to be adopted, are on file and available for inspection at the office of the City Clerk of the City of Melrose at City Hall.

A map of the boundaries for the proposed Municipal Development District No. 12 and Tax Increment Financing (Redevelopment) District No. 12-1, the boundaries of which are coterminous (dark outline and shaded area) follows.



All persons interested may appear and be heard at the time and place set forth above.  Written comments addressed to the City Clerk, and received by the City Clerk, prior to the hearing will also be considered by the City Council.

Regular School Board Minutes – Melrose Area Public Schools

Monday, September 25, 2017

Chair Heller called the meeting to order at 7:02 p.m.  The Pledge of Allegiance was recited.  The following members were present:  Mr. Heller, Mrs. Feldewerd, Mrs. Winter, Mr. Dufner, Mr. Heidgerken, & Mrs. Uphoff.  Also present was Mr. Winter, Mr. Anderson, Mr. Conrad, & Mr. Doetkott.

Mrs. Feldewerd moved, with a second by Mr. Dufner, to approve the agenda.  The Motion was unanimously carried.

Nothing to report on Open Forum.  No action taken.

Administrative & Board reports were given.  No action taken.

Mr. Winter reviewed the enrollment numbers.  No action taken.

Mr. Winter reviewed the information for the upcoming MSBA winter conference.  No action taken.

Mr. Dufner moved, with a second by Mrs. Uphoff, to approve the treasurer’s report as presented.  The Motion was unanimously carried.

Mrs. Winter moved, with a second by Mrs. Uphoff, to approve the donation from the Eveslage family of $250.00 for a football meal.  Upon a roll call vote those voting in favor thereof:  Mr. Heller, Mrs. Winter, Mr. Dufner, Mrs. Feldewerd, Mr. Heidgerken, & Mrs. Uphoff.  Those voting against the same.  The Motion was unanimously carried.

Mr. Heidgerken moved, with a second by Mrs. Uphoff, to approve the Maximum Levy Certification 2017 Payable 2018.  The Motion was unanimously carried.

Mr. Dufner moved, with a second by Mrs. Winter, to approve December 18, 2017 @ 7:00 p.m. for the Truth-in-Taxation Public Hearing.  The Motion was unanimously carried.

Mrs. Feldewerd moved, with a second by Mr. Heidgerken, to approve the following dates for Public Informational Meetings:

October 10, 2017 @ 7:00 p.m.

October 25, 2017 @ 7:00 p.m.

The Motion was unanimously carried.

Mrs. Feldewerd moved, with a second by Mrs. Uphoff, to adjourn the meeting at 7:45 p.m.

Notice of Public Hearing

Notice is hereby given that the Stearns County Planning Commission, in and for the County of Stearns, will conduct a public hearing to consider a request for a conditional use permit submitted by Lamar OCI North LLC, St. Cloud, MN according to Sections 4.8, 5.1.2A(8), and 7.24 of Stearns County Land Use and Zoning Ordinance #439 to replace an off-premise sign in the Agricultural 40 zoning district. The property under consideration is located at in part of the SW1/4 NW1/4, lying northerly of I-94 in Section 1, Grove Township (125/33).

Notice is further given that the above hearings will be held on Thursday, November 16, 2017 beginning at 7:00 PM at the Stearns County Service Center West, Room 121B & C/D, 3301 County Road 138, Waite Park, Minnesota.        

A copy of the proposed requests are on file in the Stearns County Environmental Services Office, County Administration Center, Room 343, 705 Courthouse Square, St. Cloud, Minnesota and can be viewed during regular business hours.  These requests/information can also be viewed approximately one week prior to the meeting at co.stearns.mn.us by clicking on Board and Committee meetings.  Action taken on these applications will be available shortly after the meeting at the same website location.  

All interested persons are invited to attend said hearings or submit written testimony prior to the hearing date, either in support of or in opposition to the proposed request.  Written testimony should be submitted to the Stearns County Environmental Services Department, Administration Center, Room 343, 705 Courthouse Square, St. Cloud, Minnesota 56303.

Pursuant to Minnesota Statutes, Chapter 394 and Chapter 375, notice is hereby given that the Stearns County Board of Commissioners shall conduct a public hearing on Tuesday, November 14, 2017 at or as soon as possible after 10:05 a.m. in the County Board Room, Stearns County Administration Center, 705 Courthouse Square, St Cloud, Minnesota to consider the enactment of Stearns County Ordinance Number 563.

The purpose of Ordinance Number 563 is to amend Stearns County Ordinance Number 439 to add a new land use: limited rural manufacturing.

Copies of the proposed ordinance changes are available upon request or online at http://www.co.stearns.mn.us/.  All interested persons are invited to attend said hearing or submit written testimony prior to the hearing date.
