The following is the official summary of Ordinance No. 1-2017, which was passed by the City Council of the City of Meire Grove on November 15, 2017.

A printed copy of this Ordinance is available for inspection by any person at the office of the City Clerk or upon request to the City Clerk, and a full copy of the Ordinance will be posted on the City’s bulletin board.

The Ordinance regulates the number of different kinds of nuisances.

Section 2 defines a nuisance.

Section 3 defines animals and makes the keeping of certain animals at defined locations unlawful.

Section 4 defines animal waste and imposes obligations of animal owners with regard to animal waste, and makes certain conduct unlawful.

Section 5 makes disposal of garbage, litter and the like unlawful under certain circumstances.

Section 6 defines different types of disorderly conduct that may occur as a result of excessive noise.

Section 7 makes owners and keepers of dogs, cats and other animals responsible for certain conduct of their animals, including allowing such pets to run at large, or to habitually bark, howl or whine, being unlawful.

Section 8 defines various hazardous conditions on private and business premises, and makes allowing such conditions unlawful.

Section 9 defines certain storage or accumulation of certain types of material on private or business property to be illegal.

Section 10 defines various conduct affecting public health and prohibits certain activities determined to adversely affect public health.

Section 11 defines certain activities as being public nuisances affecting the public peace and safety.

Section 12 prohibits the uncontrolled growth of weeds and other vegetation.  

Section 13 gives the City Council and the Stearns County Sheriff’s Department the authority to enforce the provisions of Ordinance 1-2017.

Section 14 allows persons to give notice to the Council of violations of this ordinance.

Section 15 imposes on the Council the duty to inspect to determine whether a reported violation exists, and if so, to give notice to the property owner to remove the violation.

Section 16 authorizes property owners to appeal Council decisions regarding the existence of a violation.

Section 17 authorizes the City to abate violations where owners fail to comply with notice and make no appeal.

Section 18 makes the property owner liable for the costs of abatement and authorizes the City to assess the property owner the cost of abatement.

Section 19 defines the process that the City should follow before undertaking abatement.

Section 20 addresses the liability for costs and the process for assessment.

Sections 21 and 22 address issues related to burning, including recreational fires, and prohibits the burning of certain other materials.

Section 23 makes violations of the ordinance a misdemeanor.  

This summary was approved by the City Council of the City of Meire Grove, Minnesota, on November 15, 2017.  The Council reviewed this summary and has determined that publication of this summary will clearly inform the public of the intent and effect of this ordinance.

Notice of Public Hearing

Notice is hereby given that the Stearns County Planning Commission, in and for the County of Stearns, will conduct a certain public hearing as follows:

1. To consider a request for a conditional use permit submitted by Innovative Power Systems, Roseville, MN on behalf of Dean and Karen Meyer, Melrose, MN according to Sections 4.8, 6.51 and 9.2.5T of Stearns County Land Use and Zoning Ordinance #439 to construct a 300KW community solar garden on approximately 3 acres in the Agricultural 80 zoning district.  The property under consideration is part of the SE1/4 NW1/4, Section 29, lying westerly of State Highway 4 in Section 29 of Grove Township (125/33).

Notice is further given that the above hearing will be held on Thursday, December 21, 2017, beginning at 7:00 p.m. at the Stearns County Service Center West, Room 121B & C/D, 3301 County Road 138, Waite Park, Minnesota.        

A copy of the proposed request is on file in the Stearns County Environmental Services Office, County Administration Center, Room 343, 705 Courthouse Square, St. Cloud, Minnesota and can be viewed during regular business hours.  This request/information can also be viewed approximately one week prior to the meeting at by clicking on Board & Committee Meetings.  Action taken on this application will be available shortly after the meeting at the same website location.  

All interested persons are invited to attend said hearing or submit written testimony prior to the hearing date, either in support of or in opposition to the proposed request.  Written testimony should be submitted to the Stearns County Environmental Services Department, Administration Center, Room 343, 705 Courthouse Square, St. Cloud, Minnesota 56303.
