In the matter of the citizen petition to increase the number of managers of the North Fork Crow River Watershed District (District) pursuant to Minn. Stat. §§ 103D.261 and 103D.305, and;

Whereas, the subject petition received May 5, 2017, has been served on the Board of Water and Soil Resources (Board) pursuant to Minn. Stat. §§ 103D.261 and 103D.305, and;

Whereas, the Board, on July 28, 2017, ordered a public hearing to consider the petition,

Now therefore, the Board hereby issues the following:

NOTICE IS HEREBY GIVEN that a public hearing on the petition will be held on Tuesday, August 22, 2017, beginning at 6:30 PM and adjourning no sooner than 7:30PM, at the Paynesville Area Center, 1005 West Main Street, Paynesville, Minnesota. 

The purpose of the hearing is to receive public comments on the petition. At the hearing, all interested persons will be given an opportunity to submit pertinent information before a decision is made on the petition to increase the number of managers of the District.

The petition proposes that the number of managers be increased to seven (7) from the present number of five (5). 

The Board must review the petition for conformance with state law and rule.

NOTICE

Notice is hereby given per MN Statues, Chapter 116 that the Kenneth Vogt Farm will be applying for a permit with the Minnesota Pollution Control Agency or the County of Stearns for a permit to construct or expand a feedlot with the capacity of 500 animal units or more.

The existing and/or proposed feedlot will be in the NE 1/4 of the SW 1/4 of Section 19, Getty Township, T 125N, R34W, Stearns County, Minnesota. Currently, the feedlot has a 36 x 230 total confinement barn, a 40 x 64 total confinement barn, a 8 x 180 total confinement barn, a 96 x 256 total confinement barn, a 36  x 112 partial confinement barn with a 4,088 sq. ft. open lot, a 48 x 208 total confinement barn, (75) 4 x 6 calf huts, (8) 12 x 20 huts with (8) 12 x 22 open lots. The manure handling systems consist of a 108 x 146 x 8 in-ground concrete basin, a 122 x 199 x 11 earthen basin, a 8 x 24 x 6 in-ground concrete basin and a 10 x 32 x 6 in-ground concrete basin. Currently, the site consists of 263 mature dairy cattle, 150 Dairy heifers, 120 dairy calves and 10 beef calves for a total of 499.2 animal units. The expansion will consist of a 20’ x 72’ partial confinement barn with a 32 x 72 open lot. There will be 345 mature dairy cows, 246 dairy heifers, 207 dairy calves and 10 beef calves after construction, and the total animal units will be 698.6.
