Board Meeting Minutes

Date: July 8, 2019

Location: Paynesville High School, Paynesville MN

Board Chair Winkels called the meeting to order at 6:30 p.m. Board members Utsch, Winter and Pfeffer were in attendance along with Superintendents Bullard, Winter, Westby and Johnson. WCED Director Fevig, Coordinator Fischer, and 1 WCED staff member was also in attendance. 

With no additions or changes to the agenda, Winter moved, Pfeffer seconded to approve the agenda.  Motion carried unopposed. 

After a review of consent agenda items, Pfeffer moved, Utsch seconded approval of the Consent Agenda including May 13, 2019 Board Minutes; Treasurer’s Report with Bills Payable (22231-22275); resignation from Abby Lyon; and new hires Lukas Fox Full Time Social Worker, Courtney Hubred Full Time Social Worker, Tasha Olson .8 FTE Physical Therapist, Shauna Parson .6 School Psychologist  and Claire Vincent .4 School Psychologist. Motion carried unopposed. 

Under New Business, Director Fevig shared 6 policies for 1st read: 419 Tobacco Free Environment; 532 Use of Peace Officer; 603 Curriculum Development; 616 School District Accountability; 402 Disability Nondiscrimination; 506 Student Discipline. 

Under Reports, Fevig shared updates regarding the WCED office move and a summary of a facilitated discussion with the 4 superintendents and director regarding WCED future.  Director Fevig acknowledged D/HH Teachers Tracy Tamillo and Michele Thorsten for their willingness to participate in the Foundations for Literacy Curriculum initiative. Business manager Raiter shared updates regarding the budget changes and new coding.

Board Chair Winkels called the meeting to order at 6:30 p.m. Board members Utsch, Winter and Pfeffer were in attendance along with Superintendents Bullard, Winter, Westby and Johnson. WCED Director Fevig, Coordinator Fischer, Administrator McLellan, Business Manager Raiter and 3 WCED staff members were also in attendance. 

With no additions or changes to the agenda, Pfeffer moved, Winter seconded to approve the agenda.  Motion carried unopposed. 

After a review of consent agenda items, Winter moved, Utsch seconded approval of the Consent Agenda including July 8, 2019 Board Minutes; Treasurer’s Report with Bills Payable (22276-22301); request for 9 day reduction of salary from Kayla Schwieters; and new hire Danielle Huseby Full Time Social Worker, Motion carried unopposed. 

Under Old Business, Director Fevig shared 6 policies for 2nd reading: 419 Tobacco Free Environment; 532 Use of Peace Officer; 603 Curriculum Development; 616 School District Accountability; 402 Disability Nondiscrimination; 506 Student Discipline. Winters moved, Pfeffer seconded to adopt all 6 MSBA policies as written, motion carried unopposed. 

Under New Business, Designation of an Identified Official with Authority for Education Identity Access Management The Minnesota Department of Education (MDE), Professional Educator Licensing Standards Board (PELSB), and the Office of Higher Education (OHE) require annual designation of an Identified Official with Authority (IOwA) for each local education agency that uses the Education Identity Access Management (EDIAM) system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for their local education agency in accordance with the State of Minnesota Enterprise Identity and Access Management Standard, which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will authorize user access to State of Minnesota Education secure systems in accordance with the user’s assigned job duties, and will revoke that user’s access when it is no longer needed to perform their job duties. The Director recommends the Board authorize Laurie Fevig (lauriefevig) to act as the Identified Official with Authority (IOwA) for West Central Education District 6026-61.  Winter moved, Utsch seconded to authorize Laurie Fevig to act as the IOwA for WCED. Motion carried unopposed. The ALC Student Handbook was reviewed with minor changes. Utsch moved, Winter seconded the changes to the Student Handbook, motion carried unopposed. 

Under Reports, Fevig shared the update regarding the office move and future discussions regarding possible WCED initiatives. 

Winkels adjourned the meeting at 7:25pm.

Work Session Minutes

Date: October 30, 2019

Location: WCED Offices

  Board members WInkels, Utsch, Winter and Pfeffer were in attendance along with Superintendents Bullard, Winter, Westby and Johnson. WCED Director Fevig, Coordinator Fischer and Administrator McLellan were also in attendance. 

The purpose of the work session was to increase the level of understanding of WCED programs and services in order to enhance future discussions and decisions related to possible new initiatives and/or endeavors.  Director Fevig led the discussion through the use of powerpoint and video created to summarize the WCED programs and services.  Board members and superintendents worked in groups by district to identify questions to increase their understanding. The purpose of the second part of the work session was to brainstorm methods to gather information from each district related to their needs. This information will be reviewed at the January Board Meeting to begin prioritizing need areas within WCED school districts.
