NOTICE OF INTENT TO ISSUE BONDS TO FINANCE CERTAIN PROJECTS INCLUDED IN THE DISTRICT’S APPROVED TEN-YEAR FACILITY PLAN AND CERTAIN OTHER CAPITAL PROJECTS INDEPENDENT SCHOOL DISTRICT NO. 743 (SAUK CENTRE PUBLIC SCHOOLS) STATE OF MINNESOTA

NOTICE IS HEREBY GIVEN that the School Board of Independent School District No. 743 (Sauk Centre Public Schools), State of Minnesota (the “District”), adopted a resolution on February 5, 2018 (the “Resolution”) stating the intention of the School Board to issue general obligation bonds (the “Bonds”) in the total principal amount of not to exceed $1,750,000 pursuant to Minnesota Statutes, Sections 123B.595 and 123B.62, and Chapter 475, as amended.

A portion of the proceeds of the Bonds (the “Facilities Maintenance Portion”) in the principal amount of not to exceed $635,000 will be used to fund the costs of the following projects approved by the School Board and related financing costs:

• replacement of :flooring, ceilings and lighting in the offices at the high school and middle school and replacement of plumbing, mechanical systems, heating and ventilation systems, ceilings, lighting, :flooring, lockers, toilets and showers in the locker rooms

A portion of the proceeds of the Bonds (the “Capital Facilities Portion”) in the principal amount of not to exceed $1,115,000 will be used to fund the costs of the following capital improvements approved the School Board and related financing costs, subject to the approval of the Commissioner of Education:

• repair and betterment of school facilities and related financing costs, including the conversion of the existing agricultural classroom to an accessible girls’ locker room with accessible coaches area, accessible toilet facilities and a boys’/officials’ accessible locker room

Pursuant to Minnesota Statutes, Section 123B.62, as amended, the Bonds will be finally authorized for issuance, subject to the approval of the Commissioner of Education, unless a petition calling for a referendum on the question of whether to issue said Capital Facilities Portion, signed by more than fifteen percent (15%) of the registered voters of the District, is filed with the School Board within thirty (30) days of the date of the School Board’s adoption of the Resolution. A petition must be in the form required by law. The minimum number of valid signatures for such a petition shall be determined as of the last day before the petition is filed with the School Board.

The total amount of outstanding indebtedness of the District as of February 5, 2018 is $3,340,000. If the proposed Bonds are issued, the total indebtedness of the District would be $5,090,000.

HEARING

NOTICE IS HEREBY GIVEN that the Managers of the Sauk River Watershed District pursuant to Minnesota Statue 103D.605 will hold a hearing February 20, 2018 at 6:30 P.M. at the Sauk River Watershed District office located at 524 Fourth Street South in Sauk Centre, Minnesota.  The purpose of the hearing is to consider and take comments on the 2018 Minnesota Board of Water and Soil Resources Clean Water Fund “Middle Sauk River Protection” Project, project # 349. 

The project will provide incentives to finance Best Management Practices focusing on cover crop implementation, riparian restoration and stabilization practices and erosion (gully) stabilization which will reduce erosion and nutrient runoff.  The estimated cost of the project is $330,650, to be mostly provided by a grant from the Minnesota Board of Water and Soil Resources and other local and state funding. Grant funds for this project are provided under Laws of Minnesota 2015, 1st Special Session, Chapter 2, Article 2, Section 7; Minnesota Statutes Sections 103B.101 and 103B.3369 (Clean Water Fund) as part of the Clean Water, Land and Legacy Amendment. The project supports the SRWD comprehensive plan, indicating opportunities for intensive best management practice implementation.
