For this project, the City will only accept online electronic bids through QuestCDN. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.

The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening of Bids.

The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract to the best interests of the Owner.

The successful bidder must be a “responsible contractor.” The term “responsible contractor” means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor, subcontractor, or motor carrier that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and is not eligible to be awarded a construction contract for the project or to perform work on the project. A prime contractor, subcontractor, or motor carrier that makes a false statement under oath verifying compliance with the minimum criteria will be ineligible to be awarded a construction contract on the project, and the submission of a false statement may result in termination of a contract awarded to a prime contractor, subcontractor, or motor carrier that submits the false statement. A prime contractor shall include in its verification of compliance a list of all of its first-tier subcontractors that it intends to retain for work on the project. Before execution of a construction contract, a prime contractor shall submit a supplemental verification under oath confirming that all subcontractors and motor carriers that the prime contractor intends to use to perform project work have verified to the prime contractor, through a signed statement under oath by an owner or officer, that they meet the minimum criteria for a responsible contractor.

Minutes Summary for Dec. 7, 2022

School Board Work Session Holdingford Public School

The Holdingford School Board held a School Board Work Session on December 7, 2022. Members present: Evelyn Martini, Elissa Ebnet, Ed Feia, Sarah Binek, Lori Opatz, Rob Knettel and Pat Meier. Absent: None. Also attending was Superintendent Chris Swenson, Elementary Principal Jim Stang, Secondary Principal Tim Wege, Business Manager Garrity Gerber and District Adm. Assistant Linda Zapzalka.

Superintendent Swenson updated the Board on the Portrait Of A Graduate cohort using Battelle to facilitate and train a leadership team from each of the six districts that plan to participate. The plan is to start the process in 3 to 6 months. Once the leadership teams are trained they will lead the districts, meeting with larger groups to develop a Portrait of a Graduate that is individualized for their own school district.

Ms. Opatz presented information from the MSBA workshop.  She explained MSBA has eight standards used to establish goals. She suggested focusing on two of them. Discussion ensued on the Human Resources Standard and on the Communication and Community Relations Standard. The consensus of the Board is to focus on the following two goals which will be included when conducting the Superintendent Evaluation along with the evaluation of his overall duties.

Goal 1: To bolster retention and recruitment of employees through recognition, support and creating a culture of belonging. 

Goal 2: To promote positive relations within the school and community by encouraging staff to “Tell Our Story”. 

The meeting continued with a review of the policy revisions from MSBA for Policy 515 Protection and Privacy of Pupil Records and Policy 534 School Meals Policy. Policy 535 Service Animals In Schools was also reviewed. 

Superintendent Swenson explained the plan to post for the Secondary Principal position mid December with the application deadline being 1/27/2023 and interviews to take place early in February.

Principal Wege shared information on grad credits with block schedule versus 7-period day schedule. He recommends transitioning to requiring 29 credits to graduate with the block schedule.
