School Board Work Session Holdingford Public School
The Holdingford School Board held a School Board Work Session on June 8, 2022. Members present: Evelyn Martini, Elissa Ebnet, Ed Feia, and Pat Meier.
Absent: Sarah Binek, Robert Knettel and Lori Opatz. Also attending was Superintendent Chris Swenson, Business Manager Garrity Gerber, and Adm. Assistant Linda Zapzalka.
Mr. Swenson updated the Board on the summer facility projects. He expressed appreciation to staff and custodians for their efforts in preparing for the HVAC project and reported the parking lot project will start on 6/13/2022. Mr. Gerber updated the Board on the tuck pointing repairs and door repairs. Mr. Swenson reported sidewalks outside doors 14 and 15 will be replaced with the parking lot project and a handicap accessible approach on the curb has been added. He also informed the Board that another safe has been installed in the High School Office. Mr. Swenson updated the Board on outdoor facilities. He has Activities Director Jason Bruns working on a project list in order of priority. This list will then be incorporated into the LTFM Plan.
Mr. Gerber presented the 2022-2023 revenue and expenditure budgets. He explained the parking lot dollars are a combination of LTFM funds and dollars from the general fund. The budget will be approved at the 6/15/2022 School Board meeting
Policy 714 Fund Balances was reviewed and it will be amended to reflect a minimum fund balance of 15%. This is a reduction from 20% that was adopted on 3/17/2021 due to the parking lot expense.
Mr. Swenson summarized the updates and revisions of the following policies.
Policies Series 600 focus on students, MSBA has combined the policy updates in one unit: Policies 603, 604, 606, 607, 608, 611, 613, 614, 615, 616 & 623 do not involve substantive changes and can be adopted in a single meeting. Policies 605 & 609 involve legislative legal updates over which school boards have no control. Because the revisions of the above policies reflect legal changes that the MN legislature adopted or updates references rather than substantive policy language the revisions may be approved in a single meeting. Policies will be approved at the 6/15/2022 School Board meeting.

Board Meeting Minutes
March 14, 2022
6:30pm; Virtual via Google Meet
Board Chair Winkels called the meeting to order at 6:30p.m. Board members Utsch and Uphoff were in attendance along with Superintendents Winter, Bullard, Olson and Johnson, Director Fevig, Coordinator Dierks, and Administrator McLellan as well as 4 WCED staff members. Board member Hess was absent.
There was one addition under New Business to the agenda; Utsch moved, Uphoff seconded approval of the agenda with the addition, motion carried unopposed via roll call.
Under reports, Administrator McLellan updated the board on WCED Program summer plans and outreach activities for B-3, then Coordinator Dierks shared the activities within the member districts related to spring and summer topics. Director Fevig updated the board on the Strategic Plan, highlighting the COMPASS MTSS Cohort and Special Ed Evaluator positions.
After a review of consent agenda items, Uphoff moved, Utsch seconded approval of the January 10, 2022 Board Minutes, Treasurer’s Report, Bills Payable (#23880-23927) and several personnel changes including: Mary Kalla’s request to return from leave and a reduction to .4 FTE; Philicity Messman’s request for reduction to a .6 FTE; Stephanie Patnode’s contract to fill Avon Elementary Social Worker position; Jodie Tharp’s retirement; Claire Vincent’s resignation and Tara McLellan’s resignation. Motion carried unopposed via roll call.
WCED Program Calendar for 2022-2023 was presented under New Business including 173 student contact days and 182 staff days. Utsch moved, Uphoff seconded approval of the calendar as presented. Motion carried unopposed via roll call. The next item of business was regarding Birth to 3 staffing to combine 2 half time positions into a full time ECSE teacher. Olson moved, Uphoff seconded the change in staffing pattern as presented. Motion carried unopposed via roll call.
Director Fevig presented 8 policies requiring annual review for 2nd reading and adoption: 410 Family and Medical Leave, 413 Harassment and Violence, 506 Student Discipline, 514 Bullying Prohibition, 522 Student Sex Nondiscrimination, 524 Internet Acceptable Use and Safety Policy, 616 School District System Accountability, 806 Crisis Management. Utsch moved, Uphoff seconded approval of all policies as presented. Motion carried unopposed via roll call.
Winkels adjourned the meeting at 7:00pm.

ORDINANCE NO. 99
AN ORDINANCE AMENDING ORDINANCE NO. 90 OF THE CITY OF NEW MUNICH, MINNESOTA
THE CITY COUNCIL OF THE CITY OF NEW MUNICH, MINNESOTA DOES HEREBY ORDAIN:
1. That Section 90.12, Subd. 1 of Ordinance No. 90 shall be amended by the addition of subparagraph (g) which shall read as follows:
“(g) Temporary fences, including but not limited to snow fences, are allowed for a period of six months or less. Any fence that is or will be in erected on the property for longer than 6 consecutive months shall be deemed a permanent fence and shall be subject to all of the requirements of a permanent fence, including, but not limited to permit requirements, material standards and setbacks.”
The ordinance amendment shall become effective upon publication.

NOTICE OF HEARING ON ASSESSMENTS
City of Albany, Minnesota
Notice is hereby given that the City Council of the City of Albany, Stearns County, Minnesota (the “City”), will meet at the City Hall, 400 Railroad Ave, Albany, Minnesota on Wednesday, July 6, 2022, at 6:30 p.m. to consider objections to the proposed assessments for the construction of the Improvement referred to below, previously ordered by the City Council.
The general nature of the project includes reconstruction of storm sewer, sanitary services, water services, and roadways at the intersection of 1st Street & Railroad Avenue and new curb and gutter and sidewalk along 8th Street and Shamrock Lane (the “Improvement”). The area proposed to be assessed consists of every lot, piece of parcel of land abutting and benefited by the improvement. The total amount to be assessed is $5,890. The proposed assessment roll is on file with the Administrator/Clerk-treasurer and open to public inspection.
Written or oral objections by any property owner will be considered at the hearing. No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Administrator/Clerk-Treasurer prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object to the assessment hearing is due to a reasonable cause.
Any owner of property to be assessed may appeal the assessment to the district court of Stearns County pursuant to Minnesota Statutes, Section 429.081, by serving notice of the appeal upon the Mayor or Administrator/Clerk-Treasurer of the City within 30 days after the adoption of the assessment and filing such notice with the district court within 10 days after service upon the Mayor or Administrator/Clerk-Treasurer.
Under the provisions of Minnesota Statutes, Sections 435.193 through 435. 195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments. The City has not established a deferment procedure pursuant to Minnesota Statutes, Sections 435.193 through 435.195.
