It is Ordered and Notice is given that on July 22, 2022, at 8:45 a.m., a hearing will be held in this Court at St. Cloud, Minnesota, on a petition for the formal probate of an instrument purporting to be the Decedent’s Will dated August 16, 1994, and Codicil dated October 12, 2006, and for the appointment of Karen Sunderman, whose address is 217 – 3rd Ave NW, Melrose, MN  56352, as personal representative of the Decedent’s estate in an unsupervised administration.

Any objections to the petition must be raised at the hearing or filed with the Court prior to the hearing.  If the petition is proper and no objections are filed or raised, the personal representatives will be appointed with the full power to administer the Decedent’s estate, including the power to collect all assets; pay all legal debts, claims, taxes, and expenses; sell real and personal property; and do all necessary acts for the Decedent’s estate. 

Notice is further given that, subject to Minn. Stat. § 524.3-801, all creditors having claims against the Decedent’s estate are required to present the claims to the personal representative or to the Court within four months after the date of this notice or the claims will be barred.

Holdingford School Board Briefs

The Holdingford School Board held their regular meeting on June 15, 2022. Members present Evelyn Martini, Elissa Ebnet, Sarah Binek, Lori Opatz, Rob Knettel and Pat Meier. Absent: Ed Feia, Also attending was: Superintendent Chris Swenson, Secondary Principal Angela Safran, Adm. Assistant Linda Zapzalka, and Mike Kosik from Star Publications. 

Vice-Chair Opatz called the meeting to order, the pledge was recited, and the amended agenda was approved.

The meeting continued with approval of the consent agenda. Vice-Chair Opatz welcomed fellow board members, administration, staff and guests. 

Superintendent Swenson reminded the Board members of Graduation which is June 3rd at 7:00 PM and he updated the 

Superintendent Swenson updated the Board on the facility meeting where Activities Director Jason Bruns presented a list of athletic facilities that need repairs or replacement. These items will be incorporated into the LTFM Plan on a priority basis. Mr. Bruns will be asking the Husker Athletic Booster Club for financial assistance on some of the items. Mr. Swenson reported on current summer projects which are moving along with only a few challenges that are being worked through. He also reported the drainage permit has been received so the parking lot project will get started soon.

Principal Safran thanked everyone that attended the Graduation Ceremony. She reported a 98% graduation rate, the district incident reporting is complete, summer school is set with 25 students enrolled and thanked all involved with facilitating summer school. Ms. Safran thanked teachers for packing up their classrooms for construction,  she is working on hirings and informed the Board MCA data will be released in July.

Mr. Swenson reported 6th grade teacher interviews will take place next week.

Mr. Swenson reported BSED meeting was brief they are short two supervisors and one school psychologist that they are working on hiring for.

Other agenda items at the June 15, 2022 meeting included:

Business:

• Approved the 2022-2023 Adopted Revenue & Expenditure Budgets as presented. 

• Mr. Swenson explained the need to increase the value of insurance for property and cyber liability due to rising costs therefore increasing the premium cost. Approved the Insurance premium package as presented.

Personnel

• Accepted the resignation from 6-12 Choir Director and Student Council Advisor Joshua Smith effective at the end of the 2021-2022 school year. Ms Safran thanked Mr. Smith for his time with the district. 

• Accepted the resignation from 6th Grade Teacher Maddie Sorum effective at the end of the 2021-2022 school year.

• Accepted the resignation from Elementary Para Lynn Beuning. 

• Accepted the resignation from Bus Driver Ken Abrahamson. The Board thanked Mr. Abrahamson for his 18 years with the District.

• Hired Gerald Schmit for a full bus route position. 

• Approved the SRO Joint Powers Agreement for 2022-2023 with Stearns County. 

• Approved the Work Agreement with Jan Notch Food Service Director for 2022-2023 as presented. 

• Re-authorized Jason Bruns, Activities Director/Dean of Students as Teacher on Special Assignment for 2022-2023. 

• Hired Lori Arceneau for an Elementary Para position.

• Hired Mark Alcorn for Social Studies LTS position.

• Hired Lisa Falk for the Elem Title I Teacher position.

• Hired Kyle Klepel for the 5-12 Band Director position.

• Hired Shelby Goebel for the Second Grade Teacher position.

• Hired Grace Schultz for the Secondary ESY secondary summer school teaching position. 

• Accepted resignation from Secondary Principal Angela Safran with many thanks for her time and dedication to the school district. Mr. Swenson spoke highly of Ms. Safran for the awesome job she has done here and wished her nothing but the best. The Board also thanked Ms. Safran for her great work here in Holdingford.

• Hired Katie Block for an additional Elementary Summer School Teacher.

• Approved the contract reduction to .89 contract for Katie Ficker School Social Worker to allow her time needed for an internship. 

• Accepted the resignation from Elementary Para Jean Huls with many thanks for her 11 years with the District. 

• Hired Abby Eich for an Elementary Para position.

• Accepted the resignation from Food Service Assistant Michelle Schmidt.

• Approved the fall coaching staff as presented. 

A review of the upcoming meeting dates took place.

No July Work Session. 

School Board Meeting July 20, 2022 @ 6:00 PM in the Boardroom. 

Mr. Swenson explained the interview process for securing a replacement Secondary Principal.

Notice is given that an application for informal probate of the Decedent’s will dated November 16, 2017 (“Will”), has been filed with the Registrar. The application has been granted. 

Notice is also given that the Registrar has informally appointed KAREN BALFOUR, whose address is 425 First Avenue North, Freeport, MN 56331, as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minn. Stat. 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate including, after 30 days from the date of issuance of letter, the power to sell, encumber, lease or distribute real estate.

Any objections to the probate of the will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.

7.1 Purple Pride

Mason Bierbaum, Maggie Seiler, and Cecilia Hudock will be our new student school board member representatives.

7.2 Q-Comp Program Update

Lori Habben and Dana Amdahl gave a presentation on the success of the Q-Comp program and how it is working to improve district learning and teaching. All four district sites met their site goals in the previous year impacting approximately 1750 students. Teachers are able to take advantage of 16-17 hours of professional learning throughout the year. Currently, there are 18 peer coaches in the district.

8.2 Resolution Relating to the Election of School Board Members

Member Carbajal entered the motion for the adoption of the foregoing resolution

RESOLUTION RELATING TO THE ELECTION OF SCHOOL BOARD MEMBERS AND CALLING THE SCHOOL DISTRICT GENERAL ELECTION

BE IT RESOLVED by the School Board of Independent School District No. 745, State of Minnesota as follows:

(a) 1. It is necessary for the school district to hold its general election for the purpose of electing three (3) school board members for terms of four (4) years each.

(b) The clerk shall include on the ballot the names of the individuals who file or have filed affidavits of candidacy during the period established for filing such affidavits, as though they had been included by name in this resolution. The clerk shall not include on the ballot the names of individuals who file timely affidavits of withdrawal in the manner specified by law.

2. The general election is hereby called and elected to be held in conjunction with the state general election on Tuesday, the 8th day of November, 2022.

3. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for this general election are those polling places and precincts or parts of precincts located within the boundaries of the school district and which have been established by the cities or towns located in whole or in part within the school district. The voting hours at those polling places shall be the same as for the state general election.

4. The clerk is hereby authorized and directed to cause written notice of said general election to be provided to the county auditor of each county in which the school district is located, in whole or in part, at least seventy-four (74) days before the date of said election. The notice shall include the date of said general election and the office or offices to be voted on at said general election.

Any notice given prior to the date of the adoption of this resolution is ratified and confirmed in all respects.

The clerk is hereby authorized and directed to cause notice of said general election to be posted at the administrative offices of the school district at least ten (10) days before the date of said general election.

The clerk is hereby authorized and directed to cause a sample ballot to be posted at the administrative offices of the school district at least four (4) days before the date of said general election and to cause two sample ballots to be posted in each polling place on Election Day. The sample ballot shall not be printed on the same color paper as the official ballot. The sample ballot forapollingplacemustreflecttheoffices,candidatesandrotationsequenceonthe ballotsused in that polling place.

The clerk is hereby authorized and directed to cause notice of said general election to be published in the official newspaper of the school district for two (2) consecutive weeks with the last publication being at least one (1) week before the date of said election.

The notice of election so posted and published shall state the offices to be filled set forth in the form of ballot below, and shall include information concerning each established precinct and polling place.

The clerk is authorized and directed to cause the rules and instructions for use of the optical scan voting system to be posted in each polling place on Election Day.

5. The clerk is authorized and directed to acquire and distribute such election materials as may be necessary for the proper conduct of this election, and generally to cooperate with election authorities conducting other elections on that date. The clerk and members of the administration are authorized and directed to take such actions as may be necessary to coordinate this election with those other elections, including entering into agreements or understandings with appropriate election officials regarding preparation and distribution of ballots, election administration and cost sharing.

6. The clerk is further authorized and directed to cause or to cooperate with the proper election officials to cause ballots to be prepared for use at said election in substantially the following form, with such changes in form, color and instructions as may be necessary to accommodate an optical scan voting system.

BE IT RESOLVED by the School Board of Independent School District No. 745, State of Minnesota, as follows:

1. The period for filing affidavits of candidacy for the office of school board member of Independent School District No. 745 shall begin on August 2, 2022 and shall close on August 16, 2022. An affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00** o’clock p.m. on August 16, 2022.

2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in the official newspaper of the district, at least two (2) weeks prior to the first day to file affidavits of candidacy.

3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the administrative offices of the school district at least ten (10) days prior to the first day to file affidavits of candidacy.

8.4 Resolution Relating to Community Education Census

Member Hansen introduced the following resolution and moved its adoption, which was seconded by Member Kreuzer:

RESOLUTION RELATING TO COMMUNITY 

EDUCATION CENSUS

WHEREAS, the School Board of Independent School District No. 745, Albany Area, Minnesota acknowledges the growth of our district since the 2020 census,

WHEREAS, the School Board of Independent School District No. 745, Albany Area, Minnesota requests from the State of Minnesota to adjust our population from 2020 decennial census number of 9370 to the current population of 9459.

WHEREAS, the total population of this school district is used to determine the various Community Education levies,

THEREFORE, BE IT RESOLVED that the Board of Education of Independent School District No. 745, Albany Area, Minnesota, does hereby petition the Minnesota Department of Education to adjust the total population of this school district for the purpose of the Community Education levy from 9370 to 9459.

Upon vote being taken thereon, the following voted in favor thereof: All in Attendance

And the following voted against the same: None

Whereupon the resolution was declared duly passed and adopted.

Motion by Hansen, seconded by Carbajal, to approve SEE membership dues for the upcoming academic year. Supported by all present.
