 Regular School Board Minutes - Melrose Area Public Schools 

Monday, February 27, 2023

Chair Heller called the meeting to order at 6:30 pm. The Pledge of Allegiance was recited. The following members were present: Mr. Heller, Mr. Heidgerken, Mr. Dufner, Mrs. Uphoff, Mrs. Klassen, Mrs. Poepping, Mrs. Feldewerd. Also present were: Mr. Winter, Mr. Doetkott, Mrs. Pearson, & Mr. Anderson. Ms. Noska was absent.

Mr. Dufner moved, with a second by Mrs. Poepping, to approve the agenda. The Motion was unanimously carried.

There were a few Community Members at Open Forum with concerns. No action was taken. Board reports were given. No action was taken.

VACATION OF EASEMENTS

Notice is hereby given that a hearing will be held before the Melrose City Council on Thursday, April 20, 2023, at 6:00 p.m. or as soon thereafter, at the Melrose City Center, 225 1st Street NE, Melrose, MN, to consider a request by the Melrose Area Development Authority to vacate the existing right of way, drainage and utility easements in the Melrose Meadow View plat, according to the recorded plat thereof, Stearns County, Minnesota.

A copy of the existing plat is on file with the Planning and Zoning Department, Melrose City Center, 225 1st St NE, Melrose MN 56352 and is available for review during normal business hours.

1. Call to Order

The meeting was called to order by Chair Kreuzer at 6 p.m.

3. Long Term Fiscal Maintenance Presentation - ICS

The 10-year facilities maintenance plan was presented to the board by Brian and Matt from ICS. The team identified the top priorities for facilities maintenance and repair at each building.

4. Student Representatives

The students shared a brief Public Service Announcement they filmed and shared on the Trustie Huskie News. The video urged students to be thoughtful about how they leave spaces they use on a given day in order to better support our custodians. They are working on implementing a new suicide help line and would like to have a speaker come to talk about mental heath.

5. Albany Middle School Presentation

Mr. Conrad presented an overview on the middle school. He highlighted several ongoing programs and shared building data.

MELROSE AREA DEVELOPMENT AUTHORITY

Notice is hereby given that the Melrose Area Development Authority (MADA) will hold a public hearing to consider the sale of real property pursuant to Minnesota Statute 469.105. MADA shall consider the sale of Outlot C and Outlot D of Melrose Meadow View, according to the recorded plat thereof at the office of the Stearns County Recorder. CITY OF AVON

NOTICE OF PUBLIC HEARING 

ORDINANCE AMENDMENTS TO THE CITY OF AVON CODE/ZONING

The City of Avon Planning Commission will hold a public hearing at Avon City Hall, 140 Stratford St. E, Avon, MN on Tuesday, April 18, 2023 at 5:30 p.m. to discuss amending the off-street parking regulations to allow the curb cut/driveway access a maximum of 30 ft. instead of 24 ft. in non-shoreland areas.

Also, being discussed, is draft ordinance No. 231, an Ordinance Amending the Avon City Code to Allow the Keeping of Chickens in Residential Areas.   This full ordinance is available for viewing at the Avon City Hall during regular business hours. All persons who wish to appear and comment shall be given such opportunity at the hearing.  The Avon Planning Commission shall further consider written comments at the public hearing prior to taking any action on this request.  All meetings of the City of Avon are handicapped accessible.
