Chair Heller called the meeting to order at 6:30 p.m. The Pledge of Allegiance was recited. Holdingford School Board Minute Summary

The Holdingford School Board held their regular meeting on October 19, 2022. Members present Evelyn Martini, Elissa Ebnet, Sarah Binek, Ed Feia, Lori Opatz, Rob Knettel, Pat Meier and Student Rep. Morgan Pellet. Absent: None. Also attending was: Superintendent Chris Swenson, Secondary Principal Tim Wege, Business Manager Garrity Gerber, Adm. Assistant Linda Zapzalka, Activities Director Jason Bruns and Mike Kosik from Star Publications. 

Chair Feia called the meeting to order, the pledge was recited, and the amended agenda was approved.

The meeting continued with approval of the consent agenda. Items in the consent agenda included: approval of the minutes from 9/21/22 board meeting and 10/5/22 Work Session; approval of the schedule of bills in the amount of $1,413,383.45 computer checks approved #52858 through #53031 and $8,628.01 for checks #30446 through #30465; approval of the electronic transfer for September 2022, $1,862,865.65; acknowledgement of the Treasurer's Report balance per books is $7,531,692.74; approval of Policies 704 Development and Maintenance of an Inventory of Fixed Assets and a Fixed Asset Accounting System; approval of Targeted Services taff as presented; accepted the following donations rom FFA Alumni $1,300 toward cement for the Ag Shed, $1,000 from St. Cloud Orthopedics to Letterwinners, and $28,000 from the Booster Club for various Athletic Projects. With many thanks to all the generous donors! 

Reports:

Mr. Bruns shared information on forming a Co-op with Albany & ROCORI for gymnastics. He explained that there are five students currently interested and more interest in younger grades. Albany will be offering gymnastics starting this school year for a Junior Varsity Team that our students could join if approved. The activity fee per participant will be $600 for the 2022-2023 school year.

Mr. Bruns also requested approval for the dance team to join the West Central Conference at a cost of $250 a year pending approval from the Conference. 

Superintendent Swenson discussed subbing shortages and scenarios to help cover when no subs are available. He recommended increasing sub pay to entice more subs. The proposed standard daily sub rate will be $145/day and retired teachers daily sub rate will be $165/day. Lastly Mr. Swenson reported on the Portrait of a Graduate progress. He is looking at a facilitator to help guide and create the District plan. Mr. Swenson will get more information and present it at the next Work Session.

Student Rep Morgan Pellet reported the Cross County Team performed well at the Conference Meet, the Fall Play The Nifty-Fifties Malt Shop Murder will be presented Oct. 28-30, NHS Food Drive is running through Halloween, Lettermen jacket order deadline is approaching, the Business Club sold out of merchandise during homecoming week and NHS Induction is next Sunday.

Secondary Principal Wege commended students on their Homecoming participation and he thanked Ms. Novitzki, Ms. Volkers and the Student Council for facilitating a very impressive Homecoming Week. He congratulated John Roberts who is being recognized at the National FFA convention in Indianapolis and will be presented with the Honorary American FFA Degree. This is a great honor for him and our school! Mr. Wege also thanked the Secondary Long Term Substitute Teachers Ms. Beth Gruebly and Mr. Mark Alcorn for their willingness to sub and for doing a great job! Lastly he recognized the Secondary Leadership in Educational Excellence Award winners: Chad Haugen and Ashley Koester who will be recognized on Nov. 2nd.

Mr. Swenson on behalf of Mr. Stang thanked Elementary Long Term Substitute Teacher Melyssa Sakry for her willingness to cover the LTS position and for doing a great job! He also recognized the Elementary LEEA Winners: Joe Rosenberger and Katie Auer who will be recognized on Nov. 2nd.

Ms. Ebnet reported the BSED meeting was business as usual. Mr. Swenson added that the BSED facilities aren’t on a District LTFM Plan for upkeep of the buildings. They are working on a plan to maintain the facilities by the six member school districts. 

Business Manager Gerber reported business as usual except for the unexpected glycol loss due to a faulty valve and the Annual Audit is complete with the report later in the meeting.

Other agenda items at the October 19, 2022 meeting included:

Approved the Coop with Albany for Gymnastics. 

Approve the Dance Team joining the West Central Conference pending the Conference approval. 

The Audit report was presented by Nancy Schultzenberg from berganKDV. She explained the District received an Unmodified Opinion on all financial statements – the best opinion an auditor is able to offer. She reported all financial statements are true and correct. One Material Weakness - Lack of Segregation of Accounting Duties common to Districts this size. She presented General Ed Aid history, Resident ADM’s which have held stable and students enrolled in/out are a net gain. She also summarized the revenue sources and expenses. Lastly Ms. Schultzenberg informed the Board that the unassigned general fund balance is 20% and there are no compliance concerns. Approved the FY22 Audit as presented. Details on file in the Business Office. 

Set the Truth in Taxation Public Meeting for Wednesday, December 21st, 2022 at 6:00 PM in the District Meeting Room. 

Amended the Para Sub pay to $13.95/hour. 

Approve the District Seizure Plan as presented. 

Approved the revision to the 2022-2023 K-12 and Preschool Calendars. The revision is due to Jan. 2 being the observed holiday for New Year’s Day and school may not be in session. 

The meeting continued with the first reading of Policy 208 Development, Adoption, and Implementation of Policies, Policy 209 Code of Ethics, Policy 210 Conflict of Interest, and Policy 722 Public Data Requests. Mr. Swenson summarized the proposed changes on each policy.

Approved to change the November Work session to Monday, November 7, 2022 at 6:00 PM. 

Authorized to increase teacher sub pay to standard sub $145/day and all retired teachers $165/day. 

Approved adding a Full Time Substitute Teacher position for the remainder of the 2022-2023 school year. 

Approved adding an On-Call Chromebook Repair Technician position. 

Motion carried. AIF. 

Personnel

Accepted the resignation from Marian Lyndgaard as Co-Yearbook Advisor for the 2022-2023 school year. 

Approved increasing the Elementary Art Club Advisor position to 1.5 for the 2022-2023 school year. 

Approved a ten day Paternity Leave for Hunter Ahrens.

Hired Brianna Rudolph for the On-Call Chromebook Repair Technician position. 

Approved FMLA Leave for Jena Nitz.

The Melrose City Council, at their first meeting in January of 2023, will give consideration to making appointments to the following positions for the various offices whose terms are expiring:

1. Melrose Public Utilities Commission – 3-year term

Term Expiring: One member to be appointed

2. Planning and Zoning Commission – 4-year term

Term expiring: One member to be appointed

3. Melrose Area Development Authority  - 6-year term

Term Expiring:  One member to be appointed

4. Melrose Parks and Recreation Board – 3-year term

Term Expiring:  Two members to be appointed
