PRELIMINARY PLAT
The City of Avon is holding a public hearing to discuss the proposed Preliminary Plat of Avon Estates Southern View Plat 3. A public hearing will be held by the Avon Planning Commission on Tuesday, September 19, 2023 at 5:30 p.m. at 140 Stratford St. E., Avon, MN. All meetings of the City of Avon are handicapped accessible.

NOTICE OF PUBLIC HEARING FOR A
CHANGE TO THE CITY OF AVON SUBDIVISION
ORDINANCE
A public hearing will be held on September 19, 2023 at 5:30 p.m. at 140 Stratford Street E, Avon, MN to hear any comments regarding the following addition (highlighted) to the Subdivision Ordinance.
CHAPTER 151 SUBDIVISION REGULATIONS, SECTION 4, FINAL PLAT: 4.1 Procedure, E. The preliminary plat shall be reviewed and acted upon by the City Council after being received from the Planning Commission. Approval of the preliminary plat by the City Council is required before the final plat will be considered by either the Planning Commission or the City Council unless there are no changes to the final plat from the preliminary plat. In this case, the preliminary and final plat review may be consolidated.
The full Zoning Ordinance is on file and available for viewing at the Avon City Hall during regular business hours.

Regular School Board Minutes - Melrose Area Public Schools Monday, July 24, 2023
Chair Heller called the meeting to order at 6:30 pm. The Pledge of Allegiance was recited. The following members were present: Chair Heller, Vice-Chair Dufner, Treasurer Heidgerken, Clerk Feldewerd, Director Uphoff, & Director Poepping. Also present was: Supt. Winter & Bus. Mgr. Noska.
Vice-Chair Dufner moved, with a second by Treasurer Heidgerken, to approve the agenda. The Motion was unanimously carried.
Nothing to report for the Open Forum.
Board reports were given. No action was taken.
Administrative report was given. No action was taken.
Treasurer Heidgerken moved, with a second by Director Uphoff, to approve the consent agenda items:

Clerk Feldewerd moved, with a second by Vice-Chair Dufner, to approve the MOU with the City of Melrose. The Motion was unanimously carried.
Vice-Chair Dufner moved, with a second by Treasurer Heidgerken, to adjourn the meeting at 6:51 pm. The Motion was unanimously carried.

ORDINANCE NO. 2023-03
AN ORDINANCE DECLARING A MORATORIUM
ON THE ESTABLISHMENT OR OPERATION OF
CANNABIS BUSINESSES
IN THE CITY OF FREEPORT, MINNESOTA
Whereas, Minnesota Session Laws Chapter 63 (2023) (the “Act”), regulating the adult use of cannabis was adopted by the State of Minnesota on May 30, 2023.
Whereas, the Act established the Office of Cannabis Management.
Whereas, the Act directs the Office of Cannabis Management to develop model ordinances for reasonable restrictions on the time, place, and manner of the operation of a cannabis business.
Whereas, the Act permits local authorities to adopt reasonable restrictions on the time, place, and manner of the operation of a cannabis business.
Whereas, the Office of Cannabis Management has yet to develop model ordinances for reasonable restrictions on the time, place, and manner of the operation of a cannabis business.
Whereas, the Act permits local authorities to adopt an interim ordinance prohibiting the establishment or operation of cannabis businesses for the purpose of protecting the planning process and the health, safety, and welfare of its citizens
Now, Therefore, the City Council of the City of Freeport, Stearns County, Minnesota hereby ordains:
Section 1. The City Clerk is authorized to conduct a study for the purpose of considering adoption of reasonable restrictions on the time, place, and manner of the operation of cannabis businesses.
Section 2. For the purpose of protecting the planning process and the health, safety, and welfare of the citizens of the City of Freeport, the City Council declares a moratorium prohibiting the establishment or operation of cannabis businesses within the City of Freeport, Minnesota.
Section 3. The moratorium shall begin on the effective date of this Ordinance and continue until January 1, 2025.
Section 4. This Ordinance shall be in full force and effect from and after its passage and publication according to law.
Adopted by the City Council on August 29, 2023.
